SAGY: Post - Project Evaluation Study of Saansad Adarsh Gram Yojana (SAGY) in Andhra Pradesh, Kerala and Telangana (Zone - 5)
The SAGY Scheme aims to initiate and establish holistic processes of development of the GP with significantly upgrade the standard and quality of life of all residing in the village by initiating steps to improve basic amenities, enhance human development, create livelihood opportunities while boosting productivity, enriching social capital while reducing disparities between various sections of society, ensuring access to rights & entitlement to all, by encouraging wider social inclusiveness and mobilization. The scheme plans to develop locally inspired models of development based on self-governance that serves as a viable model for extension to other villages in the area. The main objectives of the SAGY Scheme are as follows:
- To make active process which lead to holistic development of the identified Gram Panchayats
- To substantially improve the standard of living and quality of life of all sections of the population through:
a. Improved basic amenities
b. Higher productivity
c. Enhanced human development
d. Better livelihood opportunities
e. Reduced disparities
f. Access to rights and entitlements
g. Wider social mobilization
h. Enriched social capital
- To generate models of local level development and effective local governance which can motivate and inspire neighboring GPs to learn and adapt.
- To nurture the identified Adarsh Grams as schools of local development to train other GPs.
The primary objective of the present study is to understand the role and impact of SAGY scheme in accessibility to basic amenities and institutions and livelihood promotion in identified GPs. The specific objectives of the study are as follows:
- To analyze and gauge the progress made by the Panchayats as against base line data of Panchayat Darpan.
- To evaluate expendability and sustainability of the model in long run.
- To assess impact of the programme in upgradation of socio-economic condition and quality of life of all sections of the population.

- To assess impact of the programme on the neighboring GPs (both ill terms of infrastructure and value system).
- Assess the efficacy of convergence framework for SAGY villages
- To evaluate how far the programme is successful in mobilizing the community and installing/ upgrading social values.
- Extent of additional resources through convergence of programme funds.
- To analyze additional resources mobilized through CSR/ Public Contribution for specific projects and comprehensive development of the GP.
- To understand the modalities involved in Village Development Plan preparation and implementation.
- To assess the participation and involvement of all sections of society in the preparation of Situation analysis and Village Development Plan.
- Suggest new livelihood activities that can be taken up as a part of SAGY.
To propose a development index and mapping of the GPs accordingly.
